The Product Owner and the Scrum Master are two accountabilities in Scrum. Many people know the names but are hazy on the difference. Here we clarify them by accountability, focus, and skills.
The Product Owner is accountable for what and why you build (value); the Scrum Master is accountable for how the team works effectively (process and collaboration). The two are not in conflict — they complement each other.
The Product Owner needs prioritization, value judgment, decision-making, and stakeholder management. The Scrum Master, by contrast, needs facilitation, coaching, systems thinking, and the ability to handle conflict healthily.
Generally, we do not recommend one person holding both roles. Their focuses differ, and a healthy tension between them often creates value. When one person does both, either the pursuit of value or the health of the process tends to suffer.
